For Users :

• Windows phone 8.1 will offer better storage management capabilities and expected to support for installing apps in SD Cards along with in built phone storage.
• Feature to close apps by Swiping them down instead of hitting back button.
• Windows phone 8.1 will be included with IE 11, which can support embedded YouTube video playing capability.
• Two separate app for Music and Videos instead of one single app in Windows phone 8.
• Separate volume control for ringer and notifications 
• Centralized notification center like one in Android phones.

For developers: 

• Windows Phone 8.1 SDK expected to support universal code for Windows phone 8.1 and Windows 8.1 for PC.
